Caritas is an international charity organization of the Catholic Church. It aims to help all people. It asks others that have to give the ones that don't. The goal is to allow each person to live a life of dignity.

Just like the Samaritan (Luke 10, 29-30), Caritas travels the world and, everyone who is found broken, wounded, or in the gutter, gets cleaned and their wounds bandaged. All this without asking about their provenance or destination, their names or languages. He just bandages their wounds and gets them on their feet without ordering them where to go, or which path to take in the future, and without asking for anything in return.

Caritas Italiana (CI) is a pastoral organization of the CEI (Italian Episcopal Conference) for the promotion of charity. It aims to promote "the testimony of charity ... in forms that are appropriate to the times and needs, for integral human development, social justice and peace, with particular attention to the people in need and with a mainly pedagogical function" (Article 1 of the Statute).

CI was founded in 1971, and it has a fundamental connection with 220 Italian diocesan Caritas, working in the field in the animation of ecclesial and civil communities, promoting social tools and services such as listening centers, Observers of poverty and resource, parish Caritas, reception centers, etc..

Among the tasks we find: organizing and coordinating emergency actions in Italy and abroad; in collaboration with other organizations, carrying out social studies and activities of research, promote volunteering and encouraging the training of operators engaged in social services, contributing to human and social development of the countries in the South, also through awareness campaigns.

In constant collaboration with other European partners, for years Caritas has been engaged in an intense and constant work in the European context, following three main areas of operation:

• International cooperation for development and humanitarian aid;

• European Union and social policies;

• Project Cycle Management for European Union call of proposal.

In a global context where the distance between rich and poor is getting bigger and painful, beneficiaries of the work of CI in Europe are the most vulnerable groups, people living in situations of extreme need and marginalization.

Among the priorities of the CI in this area there is the support and strengthening of local partners and, in general, of NGOs, in order to promote: the protection of human rights, attention to the phenomena of social exclusion (eg, minorities, elderly, people with special needs, people who suffer of mental disorders), education for peace and reconciliation, the socio-economic development of disadvantaged groups, training of social workers, the inter-religious and inter-ethnic dialogue and the conflict resolution.

Currently the focus and the commitment is especially in some geographic areas: the area of the Balkans, particularly in Bosnia and Herzegovina, Macedonia, Kosovo, Serbia, Montenegro, Albania, to Eastern Europe (Bulgaria, Moldova) , to Caucasus (Armenia, Georgia) and to Greece and Turkey.

At the same time, it is important to underline that CI is member of the Social Policy Commission of Caritas Europe, the federation that collects the 47 National Caritas present in Europe. Moreover, CI is member of several networks in Italy, among which the network on mental health disabilities, on human trafficking, on migrants, where several local Caritas are carrying out Self-help groups, Association of patients, and community empowerment. Through these networks, many training material and best practices have been developed to build up public advocacy and awareness networks, and this European dimension of the work is now available to be transmitted in Montenegro too.
